Phil Seymour came on the scene with a Top 20 hit with the Dwight Twilley Band — "I'm On Fire" in 1975. After two albums with his Tulsa bandmate, Sincerely (1976) and Twilley Don't Mind (1977), Phil decided to go solo and landed a hit single with "Precious To Me" on his self-titled 1980 debut album on Neil Bogart's Boardwalk Records label. Before then Phil experimented with various musicians in the studio — including singing background vocals on Tom Petty's "Breakdown" and "American Girl" — and played around Los Angeles in the burgeoning live music scene of the late 1970s.
The London and Los Angeles Unreleased Sessions, Volume 4 features two of these recording sessions from that era: one in London with legendary UK session guitarist Chris Spedding (Paul McCartney, John Cale, Roxy Music, Roger Daltrey), and one in Los Angeles at the Warner Bros. Music Studio where Phil was backed by Steve Allen and Ron Flynt of the band 20/20. 12 of the 14 tracks are previously unreleased, including three Tom Petty songs — "Save Me," "Surrender," and "Baby's A Rock 'N' Roller." Original sessions produced by Denny Cordell (Moody Blues, Leon Russell, Joe Cocker) and Greg Penny (Elton John, k.d. lang).
